On November 28, 2022, the European Commission approved the Action Plan for implementation of HR4R at the Slovak University of Technology in Bratislava, which was awarded the prestigious label "HR Excellence in Research".
The Human Resources Strategy for Researchers (HRS4R) supports research institutions and organizations in implementing the Charter and the Code in their policies and procedures. The European Commission will award the "HR Excellence in Research Award" to institutions that successfully initiate the process of implementing the 40 principles of the Charter and the Code into their human resources policies. The implementation action plan must be based on a GAP analysis addressing the differences between the current and desired state with regard to the 40 principles of the Charter and the Code.
European Charter for Researchers: a set of general principles and conditions that define the roles, responsibilities and requirements of researchers, employers and research funding organizations.
Code of Conduct for the Recruitment of Researchers: a set of general principles and conditions that employers should adhere to in an open, transparent and merit-based recruitment of researchers.
The aim of implementing the principles of the Charter and the Code is to ensure that the nature of the relationship between researchers and employers contributes to successful work in creating, transferring, sharing and disseminating knowledge and technological development and career development of researchers, as well as creating a single labor market for researchers. increase the attractiveness of European research institutions for researchers by creating the conditions for a more sustainable and attractive career in research and development.
On the other hand, it will not only increase the attractiveness of the institution only for researchers looking for a new employer, but will also increase the chances of being part of project consortia. The European Commission has also announced that the HRS4R award is likely to be a condition for applying for H2020 projects in the future, in particular in the MSCA section.
